DAVID A. GUTIERREZ
Captain Gutierrez began his law enforcement career in 2002 with the Sacramento County Sheriff’s Department, serving as a jail deputy, gang intelligence deputy and patrol deputy. Then, in November 2006, he was named an inaugural police officer with the newly-formed Citrus Heights Police Department.
Following work as a field training officer and gang and narcotics detective, Gutierrez was promoted to Citrus Heights Police Department Sergeant in 2013. In this role, he served as a supervisor for patrol, traffic and defensive tactics before being promoted to Lieutenant in 2015. As Lieutenant, Gutierrez served as a patrol watch commander, special operations lieutenant, professional standards and training lieutenant and the department’s public information officer.
During his law enforcement career, Gutierrez has also led many specialty units, including traffic, problem-oriented policing, code enforcement, animal services, crime scene investigation and property, and evidence. At the Menifee Police Department, Gutierrez looks forward to utilizing his diverse skillset and background to build strong relationships and deliver the highest quality of law enforcement services.

HERIBERTO GUTIERREZ
Captain Heriberto Gutierrez began his career in law enforcement at the age of 14 when he joined the Police Explorer program with the City of South Gate Police Department. In 2000 he graduated from the Rio Hondo Police Academy as a City of South Gate police officer. During his career, he served as a patrol officer, gang officer, field training officer, SWAT officer, and narcotics detective.
In 2013 Captain Gutierrez earned both his bachelor of science in Criminal Justice Management and a promotion to patrol sergeant. After his promotion, he supervised various specialized units, including the department’s Crime Impact Team (gang unit), SWAT team, and the Field Training Program. As a supervisor for the Field Training Program, Gutierrez took a lead role in creating an Active Shooter Response Program for officers and civilian employees alike, as well as implemented a paperless documentation and management system for the program.
Said Gutierrez, “I’m grateful for the opportunity to have served in South Gate for so many years, but I’m excited to bring my knowledge and experiences from that city in southeast Los Angeles County out to the City of Menifee.”

MENIFEE POLICE LIEUTENANT
DENISE KEITH
Lieutenant Denise Keith began her law enforcement career in Texas in 2005 and brings over 14 years’ experience to the Menifee Police Department, including a year and half with the Denton County Sheriff’s Department and over 12 years with the Addison Police Department. She was promoted to Lieutenant in 2015 and supervised both the Patrol and Criminal Investigations Divisions. Prior to that, she served as sergeant for four years, spending time supervising patrol shifts, criminal investigations, and deployment.
Lieutenant Keith earned her bachelor’s degree in criminal justice from the University of North Texas. She also graduated from the Institute for Law Enforcement Administration (ILEA) – School of Executive Leadership and the Institute for Law Enforcement Administration (ILEA) – School of Police Supervision. “I’m honored to bring my experience to the Menifee Police Department and to serve the community alongside the men and women who will be coming on board,” said Keith.
Lieutenant Keith grew up on the west coast and decided to relocate to California to be closer to family. She enjoys long walks on the ocean floor and you can usually find her scuba diving or with her family in her spare time.

MENIFEE POLICE LIEUTENANT
ABIGAIL VALLE
Lieutenant Abigail Valle comes to Menifee with a 16 year history in law enforcement with the Huntington Park Police Department. Her experience ranges from gang task force operations, gang suppression task force, undercover narcotic take-downs, patrol, investigations bureau, field training officer, public information officer, youth counselor and at-risk youth programming, crisis negotiation team, special weapons and tactics, mental health evaluations team, and was responsible for new recruits and hiring new personnel.
Lieutenant Valle is a graduate of the prestigious Sherman Block Supervisory Leadership Institute, and holds a Masters of Arts Degree in Organizational Leadership from Woodbury University, and a Bachelors of Arts Degree in Communications, with an emphasis in public relations, and a Minor Degree in English from California State University Fullerton. She has been married for 11 years to a police officer, and together they have three children.

MENIFEE POLICE LIEUTENANT
PAUL BARBIERI
Lieutenant Paul Barbieri began his career with the Los Alamitos Police Department after graduating from the Orange County Sheriff’s Academy in November of 2000. Shortly after beginning his career, he completed his coursework and earned a Bachelor of Arts degree in Criminal Justice from California State University, Fullerton.
While with the Los Alamitos Police Department, he served in several positions, including explorer advisor; Field Training Officer; Detective and Mobile Command Post Operator. Sergeant Barbieri successfully promoted to the ranks of Corporal and then to Sergeant where he was assigned to patrol for five years before coming to the Menifee Police Department as an inaugural member. He was initially assigned as the Professional Standards and Training Sergeant. In July of 2022, Lieutenant Barbieri was promoted to his current rank where he was assigned to the Operations division overseeing Patrol. After several months, he was assigned to the Support Services division where he currently manages the Investigations Division as well as Code Enforcement and Crime Scene Investigation Divisions.
Lieutenant Barbieri has been married for 22 years and has two adult children.

MENIFEE POLICE LIEUTENANT
CHRISTINA REVELES
Lieutenant Christina Reveles began her career in law enforcement in 2007 with the Los Angeles Police Department. She worked for several patrol divisions across the city of Los Angeles, including South Traffic as a Collision Investigator. She is a certified Drug Recognition Expert (DRE) Instructor and has been responsible for investigating collisions, often involving drivers under the influence of drugs and/or alcohol. She was promoted to Sergeant in 2017 and was assigned to 77th Patrol Division as a field supervisor.
During her law enforcement career at LAPD, Reveles held numerous assignments in specialty units, including traffic, Officer in Charge of the DRE Unit, and Internal Affairs as a supervisor investigator. In 2020, Reveles was hired as a sergeant for the Menifee Police Department. She was one of the first watch commanders assigned to patrol. Reveles continues to oversee a variety of different specialty units while assigned to Operations. She has recently completed her education and obtained her Master of Science degree in Justice Administration. Reveles is thankful for all the experiences she had during her time in Los Angeles and is grateful to be part of this unique opportunity with the City of Menifee.

COREY COX
Lieutenant Cox began his career in law enforcement by graduating from the Allan Hancock College Police Academy in May 2005. In July 2005, he was hired by the Lompoc Police Department as a police officer, during which time he served in various roles, including patrol operations as an officer, field training officer, corporal, and sergeant. His expertise extended into assignments in Investigations, Community Services, and Administration. As a dedicated member of the SWAT team for 12 years, Lieutenant Cox held numerous positions, including lead firearms instructor, chemical agent instructor, operator, assistant team leader, team leader, and team commander. Lieutenant Cox’s passion for training was evident as he served as a firearms instructor for over a decade at the Lompoc Police Department and for more than 7 years at the Allan Hancock College Police Academy.
Lieutenant Cox holds a bachelor's degree in business management from California Baptist University, which he earned in 2002, and a master's degree in leadership and management from the University of La Verne, completed in 2010. In April 2020, Lieutenant Cox was hired as one of the first 10 sergeants at the newly established Menifee Police Department. Since joining MPD, he has managed the department’s firearms training program and supervised the drone program. In May 2023, Lieutenant Cox graduated from the prestigious Sherman Block Supervisor Leadership Institute. Lieutenant Cox is grateful to be a part of the Menifee Police team and excited to be a member of the Menifee community, “this is a great place to live and work!”

MANDI RUNNELLS
Records Manager Runnells, began her career in 2006. During her Law Enforcement career she has held multiple roles including Records, Dispatch, and as an Academy Instructor. She has her Bachelor's Degree in Criminal Justice, she is also an adjunct instructor at a local college. We are thrilled to have Runnells's passion for people, leadership, and mentoring at the Menifee Police Department.

ACTING CODE ENFORCEMENT MANAGER
TERRENCE WIGGINS
Acting Code Enforcement Manager Wiggins, began his public service career in 1986 when he joined the United States Navy. After serving twenty years aboard several submarines, he retired as a Chief Petty Officer. In 2007 he began his second career in code enforcement, where he has served for over seventeen years. During his career, he has served as a Code Enforcement Officer, Senior Code Enforcement Officer, Field Training Officer, and a Code Enforcement Supervisor. This involved him working for Riverside County, City of Hemet, and currently for the Menifee Police Department. In his current role he manages the Code Enforcement Division and is also the liaison between Animal Friends of the Valley (AFV) and Riverside County Environmental Health Vector Control.
Acting Code Enforcement Manager Wiggins is a lifetime member of the Veterans of Foreign Wars (VFW) Post 1956 of Menifee. He is a Certified Code Enforcement Officer through the California Association of Code Enforcement Officers. He has a Bachelor of Science in Organizational Leadership and an Associate degree in Marine Engineering. He has also completed the Civilian Leadership Institute for non-sworn officers.
