OFFICER-INVOLVED SHOOTING
Menifee, CA - On Friday, November 17, 2023, at approximately 8:49 p.m., officers from the Menifee Police Department were dispatched to a domestic violence investigation in the 25000 block of Mountain Glen Circle. Information provided to dispatch indicated a male inside the home, identified as 29-year-old Freddy Robles, was assaulting his girlfriend and was armed with a handgun. The caller expressed members of the household were fearful of Robles and needed help. Prior to officers arriving, Robles left the location only to return to the neighborhood shortly after officers arrived. Upon his sighting of officers, he drove away again at a high speed and a pursuit was initiated. The pursuit lasted only a few minutes as Robles led officers back to the residence, where he exited his vehicle and attempted to force entry into the home.
Officers surrounded Robles and attempted to gain compliance with verbal commands but he ignored them and continued his attempt to force open the front door. The use of less-than-lethal options was unsuccessful, and Robles turned toward officers while reaching for his handgun in the front of his waistband and an officer-involved shooting occurred. The suspect was struck by the officers’ gunfire
and upon removing his weapon, was immediately provided medical assistance. Officers and responding paramedics attempted lifesaving first aid measures at the scene and transported Robles to a local hospital where he later succumbed to his injuries.
The firearm found on Robles was determined to be loaded. The two officers involved in the officer-involved shooting were not injured. Per department policy, the involved officers will be placed on paid administrative leave, pending an investigation.
The officer-involved shooting is being investigated independently by the Riverside County Force Investigations Detail, which includes representatives of the Riverside County Sheriff’s Department and the Riverside County District Attorney’s Office.

HIGH SCHOOL LOCKDOWNS
Menifee, CA - At approximately 11:30 a.m., our communications center received a call from a student at Santa Rosa Academy reporting a suspicious person on campus. A few moments later, another caller reported a possible active shooter was on campus. Officers from the Menifee Police Department quickly arrived on scene and established a presence on campus. Support personnel from several additional agencies responded to assist in a search for the subject who was reported to have been on the school campus.
During the initial search for the subject, contact was made with school officials. Information was received the reported suspicious person was only observed through the schools’ video surveillance system. Upon their initial surveillance observation, school officials placed the school on a “Lock-In” status while they reviewed their video to determine if there was in fact a suspicious person on campus. School officials did not request police services as they had not yet determined a threat existed.
Officers and school officials reviewed the video surveillance for the school day, and the original video of the suspicious person could not be located. Contact was made with the student who called police and they admitted they did not see a suspicious subject. The student became fearful when campus security began sending students back to their classrooms, so they contacted the police. It is unknown at this time why the second caller reported an active shooter on campus.
The campus remained in lockdown status while officers conducted a room-to-room search to confirm the safety of the students and staff. Once the campus was deemed safe, officers and school officials implemented their reunification protocol to reunite parents with their children.
Through interviews with school staff and students at Santa Rosa Academy, the report of a suspicious person on campus or any active shooter activity was deemed to be unfounded.
Upon deeming Santa Rosa Academy safe, our communications center received a call from an individual at Paloma Valley High School indicating the “suspicious” person who was reported to be on campus at Santa Rosa Academy was now on campus at Paloma Valley High School with a knife. At the same time, we had a School Resource Officer (SRO) on campus who was monitoring the front of the school due to the activity at Santa Rosa Academy. The SRO had not seen or heard anything suspicious. Out of an abundance of caution, the school was placed on lockdown and officers responded to search the campus to ensure the safety of students and staff.
Officers did not locate any suspicious person(s) on the Paloma Valley High School campus. Once the campus was deemed safe, the lockdown was lifted.
The Menifee Police Department works proactively with our schools to prepare for emergency responses and have built strong working relationships to cooperatively work together during potential or actual critical incidents that occur on campus.
Incidents like today, prove the critical importance of the community only relying on official information sources. Social media chatter can often spread misinformation, cause undue fear, and unnecessarily escalate the situation. If you’re on social media, we strongly encourage you to follow Menifee PD and the City of Menifee to receive accurate updates and information.
The Menifee Police Department would like to thank our regional law enforcement partners including the Murrieta Police Department, Hemet Police Department, Riverside County Sheriff’s Department, California Highway Patrol, and District Attorney’s Office who responded to assist us ensure the safety of our students and staff. We would also like to thank Cal Fire for their quick response to provide any needed emergency medical services. This coordinated response highlights the importance all our regional partners place on school safety.
Our investigation continues. If we are able to determine any of the phone calls were intended to report a false emergency or instill fear in the community, we will hold those individuals accountable to the fullest extent of the law.

MENIFEE, CA– At approximately 12:45 PM, Menifee Police Department (MPD) Officers received a call for service regarding a social media threat at Paloma Valley High School. The call indicated the threat had been sent out approximately 30 minutes prior. Responding officers arrived on scene and contacted school administration. Officers viewed the social media post. The post contained a short video depicting a person’s legs with two apparent firearms visible and some text where “Paloma Valley” is mentioned along with other words; however, officers were not able to substantiate a specific threat.
Although a specific criminal threat could not be substantiated to make an arrest, Detectives responded to the school to assume the investigation. Detectives worked throughout the day attempting to identify the person who created the post. After several hours, Detectives were able to identify the person responsible for creating the post as a 20-year-old adult female. MPD has had prior contacts with the female including one for similar actions. We will not be releasing the name of the female.
Detectives were able to locate the female. After interviewing the female, Detectives determined they lacked the necessary legal elements to make a criminal arrest. MPD is currently working with the District Attorney and the Courts to ensure the female is held accountable for creating the post and receives needed services.
Although law enforcement has seen an increase in these types of posts around the region, MPD wants the public to know all threats, whether specific, implied, or otherwise, that cause fear in our community will not be tolerated. MPD is committed to using all available resources to ensure we hold the person(s) responsible for such threats accountable for their actions. These posts are disruptive to our school sites and require many hours of law enforcement investigation.
MPD will continue to collaborate with our schools to ensure they remain a safe environment for students and staff. We want to reassure students and staff; our Detectives have confirmed there is currently no danger to the schools or the community related to this investigation.
We would like to ask a favor from the community. When these types of posts are seen, please immediately contact school administration and law enforcement. Reposting the post with unsubstantiated/unverified information is not helpful to the investigation and causes an increased amount of fear and anxiety.
